Across Scotland, many Local Authorities now require Independent Checks / Certification for both Flood Risk Assessments and Surface Water Drainage Strategies, that are to be submitted as part of a planning application.

Independent Certification for Flood Risk and Drainage

Independent certification is now a requirement in the following council regions. This means that an independent third party is required to check and review your flood risk assessment as part of the application process. Councils that require this include (but is not limited to):

  • Fife Council (for all developments)

  • Inverclyde Council (for all developments)

  • Dundee City Council (for all developments)

  • South Lanarkshire Council (for all developments)

  • North Ayrshire (for all developments)

  • Glasgow City Council (for all developments)

  • City of Edinburgh Council (for developments which are classified as Major under Scottish Planning Policy (SPP)

  • West Lothian Council (for developments which are classified as Major under Scottish Planning Policy (SPP)

Who can undertake Independent Certification on Flood Risk and Drainage?

The Independent Check Certification process must be completed by a competent professional who is a member of a relevant chartered professional institution (ICE / CIWEM), or equivalent, with experience of flood risk and drainage impact assessment and management.
