The Overview
The Little Hallingbury site is located within Uttlesford District, Essex, and was promoted for an outline residential development of 52 new homes, including 50% affordable housing. The proposal was brought forward jointly by Hawridge Land and Orchestra Land and assessed against emerging Grey Belt planning policy.
The planning context for the site was complex. Uttlesford District Council was in special measures at the time of submission, requiring early engagement with the Planning Inspectorate (PINS) alongside statutory consultees including the Environment Agency, Essex, Lead Local Flood Authority (LLFA) and Essex Highways. Flood risk, surface water management and drainage considerations formed a key part of the technical evidence supporting the application.
Aegaea’s Approach
Aegaea provided a flood risk assessment and surface water drainage strategy (SuDS) as part of the wider consultant team, supporting the outline planning application submitted in August 2025.
Our work focused on assessing site-specific flood risk constraints and demonstrating that the proposed residential development can be delivered in accordance with the National Planning Policy Framework (NPPF) and local flood risk requirements.
We reviewed the development layout against various flood zones, including the Environment Agency’s Flood Map for Planning and Risk of Surface Water Flooding data. Additionally, we analysed changes to runoff rates and to promote a strategy so that they are managed sustainably. Our assessment identified the most appropriate means of discharging surface water in accordance with CIRIA SuDS guidance with reference to the SuDS hierarchy.
By working collaboratively with the project team and engaging with statutory consultees, Aegaea helped ensure that flood risk and drainage matters were clearly evidenced, proportionate, and robustly addressed throughout the planning process.
The Outcome
The application was approved at planning committee, with officers and members concluding that the scheme met Grey Belt policy requirements and could be delivered sustainably.
The approval represents a notable milestone, being the first major application in Uttlesford resolved to approval under Grey Belt policy, and enables the delivery of new homes, affordable housing, and supporting infrastructure in Little Hallingbury.
