Case Study: Broad Lane, Beaconsfield – Flood Risk Assessment & Drainage Support for Residential Planning Appeal
Aegaea provided specialist flood risk assessment and surface water drainage strategy consultancy and engineering development at Broad Lane, Beaconsfield, which successfully secured planning permission following a planning appeal and public inquiry process.
The Overview
The Broad Lane site is located on the edge of Beaconsfield, Buckinghamshire, and was brought forward by Hawridge Land for a sustainable residential development of up to 120 new homes, including 50% affordable housing, alongside new local infrastructure, green space, and active travel routes.
The project experienced a challenging planning journey, beginning in 2023 and involving a public inquiry in November 2024, which initially resulted in the appeal being dismissed. That decision was subsequently challenged and quashed by the High Court, leading to a second public inquiry in 2025.
The Flood Risk Assessment , surface water management, and surface water drainage strategy considerations formed an important part of the technical evidence required to demonstrate policy compliance and the deliverability of the scheme.
Aegaea’s Approach
Aegaea provided flood risk assessment and surface water drainage strategy expertise as part of the wider consultant team, contributing to the technical evidence base supporting the planning appeal.
Our work included required assessment of the scheme against the Environment Agency Flood Map for Planning (EAFmP), the Risk of Surface Water Flooding (RoFSW) as well as other third party data sources including but not limited to, British Geological Survey data, Strategic Flood Risk Assessment and Asset Plans from Thames Water to name a few. Upon collation and review of the datasets we developed a robust understanding of site-specific flood risk constraints as well as possible means of mitigating surface water via drainage post development in accordance with the National Planning Policy Framework, Planning Practice Guidance – Flood Risk and Coastal Change, Local Plan and other supporting guidance documents i.e. CIRIA SuDS Guidance, National SuDS standards. Working with the design team, systematically reviewed the most appropriate means of mitigation in accordance with the SuDS hierarchy. We further managed and liaised and managed third party consultants to source additional data sets to inform our surface water drainage strategy this included Thames Water Asset & Sewer Maps, Capacity Checks, BRE365 infiltration investigations and groundwater monitoring etc. Collation and review of the data allowed for Aegaea to identify that the development would be appropriate with focus to flood risk and drainage. The assessment demonstrated that the proposed residential development could be delivered without increasing flood risk on site or to third-party land. A key requirement of the NPPF and Local Plan policies.
Throughout the project, from concept plan through to the appeal process, Aegaea worked closely with the project team communicating the flood risk and drainage matters.
The Outcome
Following the second public inquiry, planning permission was granted for the Broad Lane development, enabling the delivery of new housing, affordable homes, and supporting infrastructure in a sustainable edge-of-settlement location.
The outcome highlights the importance of robust flood risk assessment and drainage advice in complex planning appeals, particularly where decisions are subject to detailed technical scrutiny.
